Enhances transparency in municipal redevelopment powers in New Jersey.

The bill enhances transparency in the exercise of municipal redevelopment powers in New Jersey. It mandates that municipalities act by ordinance rather than resolution, requiring a more elaborate publication and hearing process. Property owners within a proposed redevelopment area must be notified by certified mail and provided with a Public Advisory Statement explaining their rights and the redevelopment process. The bill also requires that the redevelopment plan be consistent with the municipal master plan or that the governing body explicitly state the reasons for any inconsistencies.
