Establishes a five-year pilot program in the Department of Education to support early childhood development.

The bill establishes a five-year "Conception to Cradle Pilot Program" in the Department of Education. The program aims to facilitate partnerships between public schools, community-based organizations, and other entities to provide early childhood development, health and social services, and educational counseling. The program will select 50 public schools with the worst student performance to receive training and support in providing services to infants and toddlers from birth to age three. The selected schools will be assigned a site coordinator to assist in the provision of services.
