Requires legislative approval for energy master plan to become State policy.

Establishes an Energy Master Plan Committee to prepare a 10-year plan for energy production, distribution, consumption, and conservation. Requires the committee to hold public hearings and consult with federal and state agencies. The plan, and each revision, must be approved by the Legislature within six months to become State policy. The committee will notify relevant stakeholders and publish notices in newspapers.
