The Director of the Division of Local Government Services, in consultation with the Chief Technology Officer of the Office of Information Technology and the State Treasurer, will establish a procedure for this electronic delivery. Municipalities can adopt an ordinance to use email as an authorized means of delivery, but must continue to provide hard copies via regular mail at no extra charge to those who do not request electronic delivery.
