New Jersey S2325 amends existing law to permit the Director of the Division of Purchase and Property to structure an advertisement for bids to include an auction or reverse auction procedure for contracts related to hospital, surgical, obstetrical, and other covered health care services and benefits. This applies to the State Health Benefits Program, the School Employees’ Health Benefits Program, and Medicaid Managed Care Program. The bill allows for negotiations with bidders after bid opening, provided this ability is expressly stated in the invitation to bid.
