New Jersey S2303 amends the state's energy laws to provide incentives for district energy collaboratives (DEC) and certain combined heat and power facilities. The Board of Public Utilities (BPU) is directed to issue a solicitation for grants to install or expand combined heat and power facilities owned or operated by commercial and industrial energy pricing class customers. The BPU must adopt standards requiring electric public utilities to offer non-discriminatory rates to DECs.
