Establishes Purple Ribbon Schools Program in DOE to recognize schools with positive climates.

The bill establishes the Purple Ribbon Schools Program in the Department of Education to recognize public and nonpublic schools that provide or have made significant progress in creating safe, inclusive environments, raising awareness of student suicide and suicide prevention, and addressing student and teacher mental health. The Commissioner of Education will annually recognize these schools.
