Increases transparency and accountability for NJ Transit and independence of NJ Transit board members; establishes Office of Customer Advocate.

The bill increases transparency and accountability for New Jersey Transit (NJ Transit) and the independence of its board members. It establishes the Office of Customer Advocate to provide information and analysis to the NJ Transit board on the impact of board and corporation actions on customers, and to relay customer concerns and needs to the board. The bill requires NJ Transit to hold public hearings on its strategic plan, capital program priorities, and vision for the future. It mandates the board to review and approve any substantial curtailment or elimination of paratransit service.
