Establishes a New Jersey Legislative Youth Council to engage youth in policymaking and provides flexibility in its structure and operations.

The bill establishes a New Jersey Legislative Youth Council to provide a forum for youth to gain access to and knowledge of policymaking and participate in the democratic process. The Secretary of Higher Education will select an institution of higher education to host the council. The council will consist of 40 public members and four legislative members, with public members appointed by legislative leaders from their districts. The council will research and make recommendations on various issues affecting youth.
