New Jersey S1973 amends the state's drug paraphernalia laws by expanding the exemptions to include certain harm reduction supplies. These supplies are defined as materials or equipment used or intended for use in preventing, reducing, or mitigating the adverse effects associated with the personal use of controlled dangerous substances, controlled substance analogs, or toxic chemicals.
