New Jersey S1850 amends the "Administrative Procedure Act" to revise the rule-making process by requiring State agencies to include a socio-economic impact description from the regulated community in proposed rule-making. Before submitting a proposed rule to the Office of Administrative Law for publication, agencies must contact a representative of the regulated community, provide them with a copy of the proposed rule, and allow them to prepare a description of the socio-economic impact. This description must be included in the proposed rule submitted to the Office of Administrative Law.
