This bill amends the process for filing complaints under the Right to Farm Act, allowing aggrieved parties to file complaints with county agriculture development boards (CADBs) in adjacent counties if the local CADB cannot convene a quorum due to conflicts of interest. It also creates alternate voting members on CADBs who are actively engaged in farming and can vote in the absence or disqualification of a regular voting member. These alternate members can be residents of the county or members of the CADB in an adjacent county.
