Permits municipalities with no police department and a population under 12,000 to hire candidates outside the civil service list if the Civil Service.

This bill allows municipalities with no police department and a population under 12,000 to bypass the civil service hiring process under specific conditions. If a municipality requests a certified eligible list from the Civil Service Commission and either the commission fails to respond within 30 days or no appointment results from the list, the municipality may hire a qualified candidate. The municipality must then sign a waiver designed and authorized by the Civil Service Commission, exempting the candidate from the civil service hiring process.
