Prohibits new state and local rules and regulations for 10 years for certain manufacturing facilities.

This bill prohibits the application of new state and local rules and regulations for a period of 10 years to certain manufacturing facilities. A manufacturing facility may choose to waive its exemption on a case-by-case basis. The Department of Labor and Workforce Development is tasked with establishing criteria for eligibility and issuing a certificate of exemption to qualifying facilities. The moratorium applies to both existing and new manufacturing facilities, unless federal law requires otherwise.
