Expands the scope of the Pension and Health Benefits Review Commission to review all pension and health care legislation for public employees.

This bill requires the Pension and Health Benefits Review Commission to review all legislation affecting pension and health care plans or programs for State and other public employees. The commission must analyze the fiscal impact, provide comments and recommendations, and suggest alternatives. The commission must complete its review within 45 days, or the House or committee may proceed without it. The commission will report its activities annually.
