Allows exclusion of certain Highlands preservation area properties from state protection.

The bill allows property owners in the Highlands preservation area to request exclusion from state protection if they have continuously owned the property since the Highlands Water Protection and Planning Act was enacted. This exclusion applies if the state cannot afford to purchase the property at fair market value. The exclusion must be recorded on the property deed and noted on all maps and descriptions of the preservation area. The property would then be regulated by the state and local government like other properties in the planning area.
