New Jersey S1617 directs the Board of Public Utilities to prohibit telecommunications, electric, gas, and cable television companies from charging credit card or direct debit customers before the actual billing due date. Exceptions are made if the customer agrees in writing to earlier charges or requests the company to charge them early. The Board of Public Utilities may adopt rules necessary to implement this act.
