Establishes a three-year pilot program encouraging development of nonlethal weapons for law enforcement.

This bill establishes a three-year pilot program encouraging the development of non-lethal weapons for law enforcement purposes. It requires the Attorney General to create and oversee a committee to advise on the program. The committee will review applications and recommend applicants for grant awards. Up to three institutions of higher education can receive grants of up to $1,000,000 each. The bill establishes the Non-Lethal Weapons Innovation Fund and appropriates $3,000,000 for the pilot program. It also appropriates $200,000 for program administration expenses.
