The bill sets a minimum student to employee ratio for calculating State support for employee fringe benefit costs at four-year public institutions of higher education. It mandates that the Director of the Division of Budget and Accounting in the Department of the Treasury ensure the number of State-funded full-time positions does not exceed a ratio of nine full-time equivalent enrolled students for every one full-time employee position. This applies to the first full academic year beginning after the date of enactment.
