New Jersey S1370 requires that no construction permit be issued for flooring in schools or child care centers unless the flooring materials are certified as mercury-free by the manufacturer. This certification must state that the materials are free of mercury and compounds containing mercury. A manufacturer who falsely certifies that a flooring product is mercury-free faces a civil penalty of $10,000 for a first offense and $25,000 for subsequent offenses.
