New Jersey S137 empowers local health boards to enforce a minimum indoor temperature of 70 degrees from October 1 to May 1 in buildings designated for seniors and disabled persons. This applies to housing for older persons, excluding nursing facilities, and community residences for the developmentally disabled, mentally ill, and those with head injuries. The bill does not apply to rooms within dwelling units or specified interiors of units where the temperature must be at least 55 degrees when the outside temperature falls below 40 degrees.
