New Jersey S1314 amends the Highlands Water Protection and Planning Act to exempt expansion or reconstruction, within 125% of the existing footprint, of municipal and county buildings and certain emergency services buildings from the act's provisions. This exemption applies if the expansion or reconstruction does not increase the existing impervious surface by one-quarter acre or more. The exemption does not apply to agricultural or horticultural buildings or structures used for non-agricultural or non-horticultural purposes.
