The Highlands Conservation Trust Act creates the Highlands Conservation Trust to acquire and preserve environmentally important lands in the Highlands Region. The trust can acquire land through purchase, donation, or other means, and these lands become exempt from taxation. The trust is governed by a seven-member board, including four private citizens appointed by the Governor. The trust can issue Highlands conservation license plates to raise funds, with fees deposited into the Highlands Conservation Trust Fund.
