New Jersey S1095 prohibits electric, gas, or water public utilities from discontinuing service to residential customers for nonpayment during epidemics. This protection lasts until the Governor rescinds a declared public health emergency and a state of emergency in response to the epidemic. The bill requires utilities to resume service, as soon as practicable, to customers whose service was discontinued before the epidemic. A residential customer remains liable for any unpaid utility bills once the epidemic is declared over.
