Expands the Council on Local Mandates' powers to review all state laws and pending bills for unfunded mandates.

This bill proposes a constitutional amendment to expand the powers of the Council on Local Mandates. Currently, the Council reviews laws and regulations enacted after 1996 for unfunded mandates on local governments. The amendment would allow the Council to review all existing statutes and regulations, regardless of when they were adopted, and to identify pending bills that would constitute unfunded mandates if enacted. The Council would then recommend to the Legislature which mandates should be changed or eliminated.
