New Jersey ACR139 proposes a constitutional amendment to change the calculation of affordable housing obligations from regional to statewide.

New Jersey ACR139 proposes a constitutional amendment to change the way affordable housing obligations are determined. Currently, these obligations are based on regional housing needs. The amendment would require these obligations to be based on the housing needs of the whole State. The Legislature would need to pass laws to create the process for calculating the affordable housing needs of the entire State. This Statewide need would represent the exclusive affordable housing obligation required by the State Constitution.
