The bill establishes the Office of the Child Advocate within the Department of Law and Public Safety to ensure the protection of children in institutions and resource family homes. The Child Advocate, appointed by the Governor, will review, evaluate, and monitor the Institutional Abuse Investigation Unit. The Advocate will also ensure effective services for at-risk children and report annually on office activities and recommendations for improving child services.
