The bill modifies the operation of food and service stands in State, county, and municipal buildings, grounds, and premises. It grants priority and preference to the New Jersey Commission for the Blind and Visually Impaired for operating stands that have been out of service for at least three months. If the stand remains out of service for six months, it becomes available to veteran-owned businesses, and for nine months, it is open to any licensed business. The bill also exempts disabled person-owned businesses and veteran-owned businesses from license fees, rentals, or other charges.
