New Jersey A891 provides electric public utility customers the right to decline the installation of a smart meter under certain circumstances. If a customer declines within 30 days of receiving written notice from the utility, no fee, penalty, or service charge is assessed. If the decline occurs between 30 and 90 days, the charge is capped at $100. The utility must provide written notice at least 90 days before installing a smart meter. This act takes effect immediately but remains inoperative for 60 days after enactment.
