The bill establishes the Commission on the Administrative Costs of Public Institutions of Higher Education within the Office of the Secretary of Higher Education. The commission will examine administrative costs at each public institution of higher education in the state and recommend ways to reduce or eliminate these costs. The commission will be composed of nine members, including the presidents of public research universities, State colleges or universities, and county colleges, as well as administrators and academic department chairs.
