Permits New Jersey municipalities, counties, school districts, and political subdivisions to withdraw from civil service.

This bill allows governing bodies of New Jersey municipalities, counties, school districts, and political subdivisions to rescind the adoption of Title 11A, Civil Service, by ordinance, resolution, or referendum. If rescinded, the change takes effect six months after the final adoption. Employees hired before the rescission remain eligible for civil service benefits, while those hired after are not. A new vote on rescission cannot be held for five years if the initial vote is rejected.
