Amends Civil Service law to allow hiring or promoting from the top five eligible candidates.

This bill changes the current law that requires appointing authorities in Civil Service to choose from the top three eligible candidates. It allows these authorities to select from the top five candidates, considering veterans’ preference. The bill also specifies that a certification with at least five eligible candidates is complete, and those on reemployment lists are appointed in order of their ranking. The changes take effect immediately.
