Prohibits utility from billing customers for infrastructure upgrades due to natural disaster mitigation projects; allows recovery of costs in rate.

The bill mandates that customers who complete construction projects to mitigate natural disaster damage must certify this within 90 days. Utilities cannot bill customers for infrastructure upgrades resulting from these projects, but can recover costs through rate base adjustments. Customers failing to certify may be liable for utility costs.
