Establishes mandatory penalties for committing burglary and theft during a state of emergency.

This bill amends the Disaster Control Act to establish additional mandatory penalties for committing theft, robbery, or burglary during an emergency. The penalties include a mandatory six-month term of imprisonment or community service, in addition to any other penalties for these crimes. The bill clarifies that a person may be penalized under the Disaster Control Act while an emergency is ongoing. Prosecution for these offenses must be commenced in the municipal court of the municipality where the offense occurred.
