The bill allows the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special insignias for passenger automobiles used to transport individuals with developmental disabilities. Vehicles with these insignias can park in handicapped parking spaces when transporting a person with a developmental disability. The definition of "developmental disability" includes severe, chronic disabilities attributable to mental or physical impairments, manifest before age 22, and likely to continue indefinitely.
