Establishes a pilot program to acquire abandoned properties in municipalities in need of stabilization and recovery. Requires the director to establish and maintain a list of abandoned properties by compiling tax rolls, ground surveys, and any abandoned property list maintained by the municipality. The director may delegate pilot program responsibilities to the Casino Reinvestment Development Authority, except for properties within the Atlantic City Tourism District.
