The bill establishes a biochar processing permit in New Jersey. The Department of Environmental Protection, in consultation with the Department of Agriculture, would be directed to adopt rules and regulations establishing a biochar processing permit. The biochar processing permit would allow the holder of a biochar permit to process biochar from clean cellulosic biomass.
