This bill allows a person who buys a passenger automobile in a private sale from a non-dealer to operate the vehicle for three days without permanent registration or title transfer. The vehicle must be properly insured and the buyer must temporarily register the vehicle through the New Jersey Motor Vehicle Commission's website. The buyer will receive a temporary license plate and an email receipt as proof of temporary registration. The chief administrator can extend the three-day period to 10 days during the Coronavirus disease 2019 public health emergency.
