Makes various changes to SHBP governance and administration.

This bill makes various changes to State Health Benefits Plan (SHBP) governance and administration. It revises the structure of the State Health Benefits Commission (SHBC) to include 13 members, including representatives from various public employee organizations and unions. The SHBC will have responsibility for, and authority over, the various health care benefits plans and components of those plans, including medical benefits, prescription drug benefits, dental, vision, and any other health benefits, offered and administered by the SHBP.
