To qualify, a veteran must have been awarded a Combat Action Ribbon or an equivalent combat decoration by the United States Armed Forces, have received an honorable discharge, and meet the definition of a veteran. The Commissioner of the Department of Veterans Affairs will determine eligibility and resolve disputes. The Division of Pensions and Benefits will automatically apply the service credit without requiring a monetary contribution.
