Establishes "New Farmers Improvement Grant Program" to provide matching grants for farm improvements to beginning farmers.

The New Farmers Improvement Grant Program, established in the Department of Agriculture, provides matching grants for farm improvements to beginning farmers investing in diversification and sustainability. Grants range from $15,000 to $50,000, covering up to 50% of total project costs. Eligible farmers must be at least 18 years old, materially participate in daily farm production, and have farms of 150 acres or less. The farm must have had at least $10,000 in gross sales from agricultural or horticultural products in the preceding year.
