New Jersey A5240 prohibits operating a motor vehicle with an obstructed license plate and possessing merchandise designed to obstruct a license plate.

New Jersey A5240 amends the state's statutes to prohibit operating a motor vehicle with an obstructed license plate and to ban the possession or transfer of merchandise designed to obstruct a license plate. The bill defines an obstructed license plate as one that a person has purposely concealed or obfuscated to evade law enforcement or a toll. Merchandise that obstructs a license plate includes retractable license plate holders, reflective spray, tinted or blackout license plate covers, and license plate flipping devices.
