The New Jersey Energy Security & Affordability Act allows electric public utilities to own, develop, or operate strategic in-State energy resources, including energy storage systems, dispatchable generation facilities, and clean firm generation. These resources must provide firm, dispatchable, or reliability-enhancing capacity, reduce electricity costs, and serve a public need not met by competitive markets. Utilities must conduct a competitive solicitation process to evaluate ownership, build-transfer arrangements, and long-term contracts.
