Establishes protections for drivers and non-driver identification card holders diagnosed with certain disabilities.

The bill establishes certain protections for drivers and holders of non-driver identification cards diagnosed with certain disabilities. It allows individuals diagnosed with autism spectrum disorder, a communication disorder, or an acquired brain injury to voluntarily report this diagnosis to the New Jersey Motor Vehicle Commission for inclusion in a registry. This registry will assist law enforcement officers in identifying and effectively communicating with these individuals during a motor vehicle stop or other law enforcement action.
