The bill establishes the Stolen SNAP Benefits Replacement Fund in the Department of the Treasury to replace stolen Supplemental Nutrition Assistance Program (SNAP) benefits. The fund will be used to replace benefits stolen through electronic benefits transfer (EBT) card cloning, skimming, and similar fraudulent methods. The fund will be seeded by a supplemental fee, equal to five percent of penalties paid by defendants in civil or criminal settlement agreements with the Attorney General. The fund will be dissolved once the state transitions to chip technology EBT cards.
