Expands school breakfast program to all schools with five percent or more of students eligible for free or reduced price meals. Requires school districts to submit plans for establishing school breakfast programs to the Department of Agriculture. The Department of Agriculture will review these plans and provide feedback within three months. Schools must implement breakfast programs by September 1, 2023, for elementary schools and September 1, 2024, for other schools. The State will appropriate funds to cover its share of the costs for these programs.
