Prohibits DEP from limiting mobile sport fishing permits; requires valid registration with NJ Saltwater Registry.

Prohibits the Department of Environmental Protection from limiting the number of mobile sport fishing permits issued annually. Requires applicants to provide proof of a valid registration with the New Jersey Saltwater Recreational Registry Program. The department must process applications in the order they are received and begin selling permits on December 15 each year. The bill also mandates that at least 10% of permit sales proceeds be dedicated to the maintenance of Island Beach State Park.
