Allows certain properties in the Highlands preservation area to be excluded if the State cannot afford to purchase them at fair market value.

The bill allows for the exclusion of certain properties from the Highlands preservation area if the owner offers the property for sale to the State and the State cannot afford to purchase it at fair market value. This applies to properties owned by the same person since the enactment of the Highlands Water Protection and Planning Act or their immediate family members. The exclusion would be recorded on the property's deed and noted on all maps and descriptions of the preservation area.
