This bill allows the Department of Environmental Protection (DEP) to authorize a reformation assessment of a water or wastewater treatment and conveyance system if the DEP determines that emergent conditions exist. A reformation assessment is an independent evaluation of a system that analyzes the present condition, performance, and administration of water or wastewater assets and identifies alternative pathways for reforming system ownership, governance, management, operations, maintenance, and finances.
