New Jersey A4717 requires the Board of Public Utilities to mandate electric and gas public utilities to offer equal payment plans for residential customers. These plans must forecast yearly utility usage, charge in equal monthly installments, and review actual usage periodically. The bill prohibits utilities from charging lump-sum payments when actual usage exceeds estimates and from increasing monthly bills except annually based on usage data. It also bans underbilling and incorporating any balance due from estimated meter bills into future bills.
